In the Matter of Suspending the Registration of Voters from October 1 to October 5, 2012 in Connection with the Filing of Certificates of Candidacy for all Elective Positions for the May 13, 2013 National and Local Elections

WHEREAS, pursuant to the Constitution, the Omnibus Election Code, Republic Act No. 9369, and other election laws, the Commission on Elections (Commission) issued Resolution No. 9385 dated April 3, 2012, entitled "Calendar of Activities and Period of Certain Prohibited Acts in Connection with the May 13, 2013 National and Local Elections";
WHEREAS, Resolution No. 9385 provides, among others, that the filing of Certificates of Candidacy for all elective positions for the May 13, 2013 national and local elections will run from October 1, 2012 until October 5, 2012;
WHEREAS, simultaneously during the said period, the Offices of the Election Officers will also be conducting registration of voters;
WHEREAS, in the Philippine setting, the filing of certificates of candidacy always assumes a festive atmosphere as prospective candidates file their certificates of candidacy accompanied by their supporters amidst loud music with shouts and chants of support and campaign battle cry;
WHEREAS, such a situation may disrupt the orderly conduct of the registration;
NOW, THEREFORE, the Commission by virtue of the powers vested in it by the Constitution, the Omnibus Election Code, Republic Act No. 9369, and other related election laws, has RESOLVED to suspend, as it hereby SUSPENDS the registration of voters during the filing of Certificates of Candidacy from October 1 until October 5, 2012;
This Resolution shall take effect seven (7) days after its publication in two (2) daily newspapers of general circulation in the Philippines.
The Education and Information Department shall cause the publication of this Resolution and shall furnish copies thereof to all Regional Election Directors, Provincial Election Supervisors and Election Officers.
Let the Election and Barangay Affairs Department implement this Resolution.
