Resolution No. 9387 - Guideline on the Release, Distribution and Regeneration of the Voters' ID Cards

RESOLUTION No. 9387
(Promulgated 13, 2012)

WHEREAS, the Commission is mandated under Section 25 of RA 8189 to adopt a design for the voter's identification card to be issued to registered voters which shall serve as a document for their identification;


WHEREAS, the Commission, in Minute Resolution 06-044 dated 17 January 2006, resolved to approve guidelines on releasing and re-generation of voter's ID cards;

WHEREAS, pursuant to Minute Resolution No. 09-0579, dated September 8, 2009, the generation, printing and issuance of the Voter's ID cards had been deferred and resumed after the cleansing of nationwide central database through the Automated Fingerprint Identification System (AFIS);

WHEREAS, the Information Technology Department has started the dispatch of the printed voter's ID cards to the Offices of the Election Officers (OEOs);

WHEREAS, there is a need to adopt uniform guidelines and policy on the custody and distribution of voter's ID cards at the Election Officer's (EO) level;

NOW THEREFORE, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Republic Act 8189 and other related election laws, the Commission RESOLVED, as it hereby RESOLVES to adopt the following GUIDELINES ON THE RELEASE, DISTRIBUTION AND REGENERATION OF THE VOTER'S IDENTIFICATION CARDS, as follows:

1.   Upon receipt of voter's ID cards transmitted by the ITD, the EO shall make a list thereof and post the same in the OEO bulletin board with notice to the concerned voters that their ID cards are already available for release.

2.  Registered voters shall personally appear at the OEO on any day, from Monday to Saturday, from 8:00 am to 5:00 pm, to claim their ID cards.  Release of ID cards shall be done by the EO/EA who shall see to it that the rightful owner claims the correct ID card.

3.  A voter may authorize in writing any person to claim his ID card.  In such case, said authorized person shall present the notarized authorization document with his own valid ID and sign the logbook indicating thereon that he claimed the voter's ID card in behalf of the registered voter.

4.  Distribution may be done at the barangay hall or any public building in the barangay.  For this purpose, the EO shall coordinate with the barangay officials for the schedule of ID cards distribution.  The barangay distribution of ID cards shall be done by the EO/EA observing the rules above stated at no cost to the Commission.

5.  Only registered voters whose registration records are active may be issued their voter's ID cards.

a.  In case of voters whose registration records are already deleted pursuant to Resolution No. 8882 or cancelled by reason of death, the ID’s shall no longer be released.  The EO shall mark said Ids “Deleted” or “Cancelled” as the case may be and attach the same to the Voter’s Registration Records (VRRs)

b.  In case of voters whose registration records are deactivated prior to the issuance of voters’ ID cards, issuance shall be held in abeyance until such time that they apply for reactivation of registration records and is duly approved by the ERB.

6.  For those voters whose registration records are already transferred to another district/city/municipality and those who applied for: 1) transfer of residence within the same district/city/municipality; 2) and correction of entries and/or change of status, the voter’s ID cards printed corresponding to the old registration records shall no longer be issued.  Concerned voters shall be issued new voter’s ID cards with the updated information already indicated thereon.  The previously printed voter’s ID cards shall be transmitted back to the Information and Technology Department (ITD) with the corresponding report by the EO.

7.  A registered voter who applies for transfer of registration record, and correction of entries and/or change of status shall surrender his voter’s ID, if the same has already been issued, to the EO of the city/municipality where he presently resides.  If the applicant cannot present his voter’s ID, he shall be required to execute an affidavit of loss which shall be attached to his application.  If he has not been issued a voter’s ID, such fact shall be indicated in his application.

Once the application is approved by the ERB, the EO shall transmit the previously issued ID to the ITD, for printing of a new ID.  If the application is disapproved, said ID shall be returned to the applicant.

8.  A registered voter may request for reprinting of lost, torn or defaced voter’s ID by personally filling-out application form for Voter’s ID Card Replacement (ANNEX “A”), attaching thereto an affidavit of loss or the torn or defaced ID, as the case may be, and shall be required to pay the amount of One Hundred Pesos (P100) for the cost of reprinting and forwarding the OEO of his new voter’s ID card.  The EO shall make a consolidated report on all requests for reprinting of ID cards using the format presented in ANNEX “B” hereof and transmit the same together with the photocopy of the Official Receipt to the ITD on a monthly basis.

9.  In cases where the voter’s ID cards cannot be printed due to unreadable or poor quality of fingerprint impressions, dim, blurred, or improperly cropped photographs, and those that are similarly flawed, the ITD shall prepare a list of voters whose Ids cannot be printed for reason stated and transmit said list to the OEO concerned.  Upon receipt of said list, the EO shall notify the concerned registered voters to appear before his office for the recapturing of biometrics data.

In the biometrics recapturing, the EO shall observe the procedures provided in Article II of Resolution No. 9149 on Validation of Registration Records.  In addition, the word “RECAPTURED” shall be indicated across the name of the voter in the logbook.

The EO shall submit to the ITD the SNPDat and the list of voters who underwent recapturing of biometrics with request for printing of their voter’s ID cards.

10.       The EO shall maintain a logbook of voters who have claimed their Ids including the date of receipt and signature of voters or authorized representatives.

11.       The EO shall make the necessary update in the VRS to indicate that voter’s ID card has already been claimed.

Let the Election and Barangay Affairs Department in coordination with the Information and Technology Department implement this Resolution.
